Jeb claims Katherine Harris is the one in charge

Gov. Jeb Bush refused personal blame for voting problems that plagued Florida's presidential election, testifying before the U.S. Civil Rights Commission that ``the duties of carrying out an election are not the responsibility of the governor.''
