That the deep thinkers at the Pentagon have wasted $600,000 on an incredibly reckless and stupid scheme to sell futures contracts on world disasters is staggering. That it was about to become part of the nation's anti-terrorism policy has dangerous implications that go beyond the absurd.

 
Embarrassed Defense Department officials have rightly pulled the plug on a Pentagon agency's plans to set up an online market to let anonymous traders bet on the likelihood of foreign coups, attacks and assassinations.

 
The repulsive plan, set up by a retired admiral convicted of lying to Congress during the Reagan administration's Iran-contra scandal, presumably would have gone on unabated had it not been exposed by two U.S. senators...
